Can someone apply for H1 visa from saudi arabia being an indian citizen?

My brother is working in Riyadh,KSA since one year..He is an Engineer...He wish to work in USA...So is it possible for him to apply for H1 from Riyadh being an indian??If yes please let me know what is the process to do so and what is the best time to apply for visa and how long will it take for him to get the visa???
